Convention for the Promotion of Inter-American Cultural Relations, signed at Buenos Aires in Dec. 1936 and ratified by U.S. in 1937; provides for annual exchange between ratifying countries of two gräduate students and one professor; visitor's country to pay travel expenses; host country to pay tuition and maintenance.
