Interested in [Rudolf] Brinkmann's speech before American Chamber of Commerce in Berlin; Brinkmann must have realized it was a useless gesture; sending memorandum of Press Conference of Aug. 18, giving Secretary's comment; press generally ignored speech except for adverse editorial comment; trade agreements program a settled policy of U.S. government and no thought of changing it; authorized signing of contract for repair of Blucher Palace; glad Wilson successful in acquiring marks to pay for repairs; saw [Frederick] Larkin on his return [from Berlin] and was delighted to learn the Palace offered adequate space for all U.S. establishments in Berlin.
